Plaintiffs [17] 18 and [30] discovery motions are DENIED as untimely. Plaintiffs [13] Emergency Motion to Appoint Counsel and Plaintiffs [19] Motion to Appoint Counsel are DENIED. Plaintiffs [21] Motion for Summary Judgment is DENIED as untimely. Plaintiffs [29] Emergency Motion for Declaratory Judgment is DENIED as MOOT.
