    • July 15, 2021: OPINION AND ORDER re: [55] MOTION for Summary Judgment, filed by Central Intelligence Agency; [71] CROSS MOTION for Summary Judgment, filed by Open Society Justice Initiative. For the reasons stated above, the CIA's motion for su mmary judgment is GRANTED and OSJI's summary judgment motion is DENIED with respect to the question of whether an official disclosure waived the CIA's entitlement to issue a Glomar response to Topics 2 and 18 and with respect to the prop riety of the CIA's Glomar response to Topics 1-4 and 16. The Court reserves judgment on the propriety of the CIA's Glomar response to Topics 5-15 and 17-21. To the extent that the CIA wishes to defend its Glomar response to any of the re maining sixteen topics, it shall file a supplemental declaration and supplemental memorandum of law, not to exceed ten pages, within three weeks of the date of this Opinion and Order. OSJI shall file any responsive memorandum of law, not to exceed ten pages, within two weeks of the CIA's supplemental submissions. No further briefing will be permitted absent leave of Court.     • July 13, 2021: ORDER OF SERVICE: To allow Plaintiff to effect service on Defendant United States Department of the Treasury through the U.S. Marshals Service, the Clerk of Court is instructed to fill out a U.S. Marshals Service Process Receipt and Return form ("USM-285 form") for this defendant. The Clerk of Court is further instructed to (1) mark the box on the USM-285 forms labeled "Check for service on U.S.A."; (2) issue a summons; and (3) deliver to the Marshals Service all the paperwork necessary for the Marshals Service to effect service upon this defendant. Plaintiff must notify the Court in writing if his address changes, and the Court may dismiss the action if Plaintiff fails to do so. The Clerk of Court is directe d to mail a copy of this order to Plaintiff, together with an information package. The Clerk of Court is further instructed to (1) complete the USM-285 forms with the address for the United States Department of the Treasury; (2) check the box on th e USM-285 forms labeled "Check for service on U.S.A."; (3) issue a summons; and (4) deliver to the U.S. Marshals Service all documents necessary to effect service to this defendant.
