Case DescriptionFeliciana Reyes, a 90-year-old who had served as a guerilla in the Philippines in World War II, submitted a FOIA request to the Department of Education for records concerning the Filipino Veterans Equity Compensation Fund. The agency acknowledged receipt of the request and denied Reyes' request, citing Exemption 5 (privileges). Reyes filed an administrative appeal. The agency granted the appeal in part. Reyes then filed suit.
