FOIA Project Annotation: A federal court in New York has ruled that EOUSA conducted an adequate search for records requested by federal prisoner Kenneth Ivey. Because Ivey had been convicted in the Northern District of New York, EOUSA initially referred his request to the U.S. Attorney's Office for the Northern District. However, when the agency realized that his request was for information pertaining to Ivey's belief that federal prisoners were sold as commodities on the stock market, EOUSA searched more broadly but found nothing. The court ruled the agency's search was adequate and that there was no evidence of bad faith.
