Plaintiff seeks reconsideration of 43 the court's memorandum opinion and interlocutory order to the extent that it denies his motion to amend the complaint. Under Federal Rule of Civil Procedure 54(b), a district court may revise a non-final order before entry of a final order or judgment "as justice requires," In Def. of Animals v. Nat'l Insts. of Health , 543 F. Supp. 2d 70, 75 (D.D.C. 2008), and it retains "broad discretion to grant or deny a motion for reconsideration," Cobell v. Norton , 355 F. Supp. 2d 531, 539 (D.D.C. 2005). Plaintiff suggests that the court relegated its reasoning to a footnote, see Recon. Mot. at 1, which is simply wrong. See Mem. Op. at 11-12 (discussing futility of allowing the proposed amendment). The court stands by its finding; therefore, Plaintiff's motion for reconsideration 44 and his motion for leave to file an amended complaint 45 are DENIED.
