Case DescriptionAsteway Jesse Gass, an Ethiopian citizen who had entered the United States in 1987, submitted FOIA request to U.S. Customs and Border Protection for records concerning himself. The agency acknowledged receipt of the request but told Gass it could find no records based on his description. Gass filed an administrative appeal but after hearing nothing further from the agency, Gass filed suit.
