Case DescriptionThe Electronic Privacy Information Center submitted two FOIA requests to the IRS for records concerning statistical data about access to taxpayer information by intelligence or law enforcement agencies. In response to the first request, the agency told EPIC it was prohibited from disclosing any tax payer identifying information. EPIC filed an administrative appeal and the agency agreed to reconsider EPIC's request. The agency failed to respond to the second request. EPIC then filed suit.
