Case DescriptionLawrence Jarvik, a journalist researching a book, submitted FOIA request to the CIA and the Department of Justice for records concerning events that took place in Andijan, Uzbekistan from 2004-2006. Jarvik asked for a fee waiver. The agency indicated it would search for records relating to the violence of May 2005, but denied Jarvik's request for a fee waiver. Jarvik filed an administrative appeal of the agency's decision to deny him a fee waiver. The agency upheld the denial on appeal. Jarvik then filed suit.
