Case DescriptionCitizens for Responsibility and Ethics in Washington submitted a FOIA request to the IRS for records concerning agency policies for determining whether or not an organization qualifies for 501(c)(3) status and whether any member of Congress had contacted the agency regarding an investigation of any 501(c)(3) organization. CREW also requested a fee waiver. The agency told CREW the records were protected by Exemption 3 (other statutes). CREW filed an administrative appeal of the agency's decision. After hearing nothing further, CREW filed suit.
