Case DescriptionDavid Satter, a Fellow at the Hudson Institute, submitted FOIA requests to the FBI, the Department of State, the Office of the Director of National Intelligence, the Defense Intelligence Agency, and the CIA for records concerning the 1999 bombing of Russian apartment buildings in Moscow, Buynaksk, and Volgodonsk. The agencies acknowledged receipt of the requests, but after hearing nothing further from any of the agencies, Satter filed suit.
