2020-05-289ORDER: This matter is before the Court on Plaintiff's application for leave to proceed in forma pauperis 4 . For the reasons explained below, Plaintiff's application for leave to proceed in forma pauperis 4 is denied without prejudice due to Plaintiff's failure to state a claim upon which relief may be granted. Plaintiff's complaint 1 is dismissed without prejudice. Plaintiff is given until June 29, 2020 to submit a proposed amended complaint, to the extent he can do so consistent with this order and Rule 11. See Fed. R. Civ. P. 11. If Plaintiff fails to submit an amended complaint that states a federal claim on which relief may be granted, the Court will summarily dismiss this case.
