The Defendant Federal Bureau of Investigation (FBI) does not object to the proposed amendments, but has some reasonable concerns. The Plaintiff, therefore, may amend the complaint to add the proposed claims and defendants subject to the following conditions. The Plaintiff's claims relate to several Freedom of Information Act (FOIA) requests. The Plaintiff is directed to file separate counts in his amended complaint for each FOIA request at issue. The Defendant FBI is given 45 days from service of any amended complaint to file an answer. Any new defendants will have 60 days from service to respond. Fed. R. Civ. P. 12(a)(2). The Defendant FBI is concerned about service. The Plaintiff has been granted ifp status, so the Clerk's Office will effect service pursuant to Fed. R. Civ. P. 4(i).
