FOIA Project Annotation: The court ruled that the DEA had conducted an adequate search for records concerning Russell Peeler's conviction on drug charges. Peeler conducted the agency's search was inadequate because it did not find two records he already had in his possession. However, the court indicated that the agency's inability to locate those records was not sufficient to bring into question its explanation of the search.
