FOIA Project Annotation: A federal court in Louisiana has ruled that the EOUSA properly withheld documents concerning Grady Watson's conviction for child pornography in Texas. Watson argued that he had a right to many of the documents that had been used in evidence at his trial. However, the court found many of the documents had seen been destroyed and were no longer in the agency's possession. Although some of the records still existed with Texas law enforcement authorities, the court noted it did not have jurisdiction to force those agencies to disclose the records. Other records, the court found, were properly withheld under Exemption 7 (C) (invasion of privacy concerning law enforcement records) and Exemption 7(D) (confidential sources).
