Case DescriptionDewey Rowland , a defendant in a dispute over an estate, submitted a FOIA request to the Office of Workers Compensation Programs at the Department of Labor for records concerning Teddy Wayne Garrett, whose estate was the subject of the litigation. He included an authorization from the executor of the estate. Although the agency had indicated it would respond to Rowland's request, after hearing nothing further from the agency, Rowland filed suit.
