Case DescriptionStephen Chan, a logistics specialist for Graymont, Ltd, a Canadian company selling quicklime in Canada and the United States, made a request to Customs and Border Protection for records concerning why he was referred for secondary questioning or refused entry when he tried to enter the United States for business. Although Chan submitted several FOIA requests to CBP, the agency did not respond to any of them. He then filed suit.
