Case DescriptionReginalda Noveron submitted a FOIA request to U.S. Citizenship and Immigration Services for his alien file. The agency responded by disclosing 115 pages in full and 11 pages in part, withholding 18 pages entirely, and referring 33 pages to Immigration and Customs Enforcement. Noveron appealed and the agency disclosed portions of nine pages that previously were withheld entirely. Noverson did not hear from ICE and then filed suit.
