Ismael Landaverde is a Salvadoran national suffering from dementia and living with his sister in Maine. His sister, who is his legal guardian, submitted a FOIA request through counsel to U.S. Citizenship and Immigration Services for records about his immigration status. The agency denied the request based on its decision that Landaverde was incapable of providing authentication of his identity and that his sister's guardianship was temporary.
