Case DescriptionSkywriter Communications submitted a FOIA request to the Department of State for records concerning the 1979 report by Regional Security Officer Charles K. Boles for the DOS Office of Security of the kidnapping and death of Ambassador Dubs in 1979. Skywriter Communications had requested the report before from the National Archives but was told NARA could not find a copy of the report. As a result, Skywriter Communications requested the original report from State. The agency acknowledged request of the request, but after hearing nothing further from the agency, Skywriter Communications filed suit.
