2025-04-1421** TEXT ONLY ORDER ** Plaintiff William Jewell, a federal prisoner who represents himself, has filed a motion for appointment of counsel in this civil action. (Dkt. # 18 .) There is no right to appointment of counsel in civil cases. A court may, in its discretion, recruit a lawyer who is willing to volunteer to represent an indigent civil litigant, but it need only do so where the legal and factual difficulties of the case exceed the litigant's ability to represent himself. Pruitt v. Mote, 503 F.3d 647, 654-55 (7th Cir. 2007). Before making that determination, the court must first find that the litigant has made reasonable efforts to recruit an attorney on his own and has been unsuccessful. Jackson v. County of McLean, 953 F.2d 1070, 1072 (7th Cir. 1992). This court generally requires litigants in plaintiff's position to submit letters from at least three attorneys declining to represent them, or, if they received no response letters, a declaration attesting to whom they reached out for representation and when they sent the letter. Plaintiff has not met this threshold requirement. Therefore, plaintiff's motion for appointment of counsel (dkt. # 18 ) is DENIED. Signed by District Judge William M. Conley on 4/14/2025. 2025-04-2922** TEXT ONLY ORDER ** The court held a telephonic preliminary pretrial conference on April 29, 2025, to set the case schedule and discuss discovery and other aspects of case management. Plaintiff William Andrew Jewell appeared, representing himself. Defendants were represented by AUSA Robert Joynt. After confirming the trial date, plaintiff stated his disinterest in continuing the scheduling process and asked to hang up. Although the court invited plaintiff to remain on the call, explained that the conference was an opportunity for him to ask questions, and indicated that it would continue the scheduling process without him, plaintiff hung up. The court completed the scheduling process with defense counsel and will issue the schedule in a separate order.
