FOIA Project Annotation: Judge Christopher Cooper ruled that the Bureau of Prisons had conducted an adequate search for records concerning when he was certified for the Religious Diet at Loretto federal correctional institution, BOP's policy for retaining inmate grievance records, the 2007-2009 Loretto inmate handbook, and how the Loretto chaplain had determined to reinstate 16 inmates who had been taken off the religious diet. BOP found the date when he was certified for the religious diet, but indicated that inmate handbooks changed from warden to warden and were not archived. The agency also told Jean-Pierre that it was unable to find anything about how the previous chaplain had made determinations pertaining to religious diets. Cooper noted that "while Jean-Pierre's frustration with the delay and confusion [in responding to his request] in understandable, BOP has not provided all available documents responsive to [his] requests."
