Case DescriptionRobert Hedrick submitted a FOIA request to the U.S. Marshals Service for records concerning his conviction, including allegations of national security Hedrick raised at trial. The agency provided 55 pages and withheld six pages under Exemption 6 (invasion of privacy). Hedrick alleged that the withheld documents dealt with Rafael Angel Avalos, who Hedrick believed was involved in the national security aspects of his case. Hedrick appealed to the Office of Information Policy, but after hearing nothing further from the agency, he filed suit.
