Case DescriptionResearcher Ryan Shapiro submitted several FOIA requests to the FBI and the Office of Information Policy for records concerning the agencies' decision to categorize Shapiro in the "other" fee category rather than in the news media fee category, as well as why the agency refused to grant him a fee waiver. After the agencies failed to respond within the statutory time limit, Shapiro filed suit.
