Top 10 Federal Agencies Receiving the Most FOIA Requests Fiscal Year 2011 Half of all FY 2011 requests to the federal government were received by just four agencies. One of them — the Department of Homeland Security — far exceeded any other other agency, accounting for over one out of every four FOIA requests in that year.
