Judicial Watch submitted a FOIA request to the Centers for Disease Control for records concerning guidance provided to the Office of Refugee Resettlement pertaining to testing of undocumented migrants for COVID-19. The agency acknowledged receipt of the request and invoked a 10-day extension in which to respond. After hearing nothing further from the agency, Judicial Watch filed suit.

The agency began to process its request. The agency denied Citizens United’s request for expedited processing. After hearing nothing further from the agency, Citizens United filed suit.

Components withheld records under Exemption 6 (invasion privacy) and Exemption 7(C) (invasion of privacy concerning law enforcement records), while others failed to respond at all. Ultimately, APM Reports filed suit.
