Case DescriptionNavy Lieutenant Craig Becker was convicted in Belgium of killing his wife when she fell out of the window of their apartment. Becker successfully tried to get the U.S. to take jurisdiction over his case. After the Navy took jurisdiction, Becker was court-martialed and convicted. Becker submitted a FOIA request to the Navy for records concerning the agency's decision to assume jurisdiction of his case. The agency acknowledged receipt of the request but after hearing nothing further from the agency, Becker filed suit.
