Case DescriptionThe Robert F. Kennedy Memorial Center for Human Rights submitted FOIA requests to the Department of the Treasury for records concerning loans approved by the Inter-American Development Bank to Haiti in 1998. The Center also requested a fee waiver. The agency eventually granted the Center a fee waiver after previously telling the Center that its public interest justification was insufficient. However, after hearing nothing further from the agency, the Center filed suit.
