Fluet & Associates submitted a second FOIA request to the Department of Treasury concerning the relationship of Code for America, a non-profit, in preparing the report. The agency acknowledged receipt of the requests. Fluet & Associates filed an administrative appeal of one response. After hearing nothing further from the agency, Fluet & Associates filed suit.
